<strong>Invoicing<\/strong><strong>\u00a0<\/strong><strong>Computer<\/strong><strong> System<\/strong> approved by Law 11\/2021, of July 9, also known as the Anti-Fraud Law, which <b>every company or professional <\/b>that does not issue invoices manually must use to <strong>generate and issue<\/strong> them.<\/p><p>Invoicing Computer Systems (SIF) must <strong>generate an invoice record<\/strong> every time they issue an invoice.<\/p><p>When a SIF <strong>sends invoice records immediately<\/strong> after generation, electronically, <strong>to the Tax Agency&#8217;s electronic office<\/strong>, it is considered a <strong>Verifiable Invoice Issuance System<\/strong> or <strong>VeriFACTU<\/strong>.<\/p><p>Therefore, <strong>VeriFACTU<\/strong> is the new mandatory system for issuing verifiable invoices, developed within the framework of the <strong>Verifiable Invoicing Computer System<\/strong> (SIF).<\/p><p>And the invoices that contain the phrase &#8220;<strong>Factura <\/strong><strong>verificable<\/strong><strong>\u00a0<\/strong><strong>en<\/strong><strong> la <\/strong><strong>sede<\/strong><strong>\u00a0<\/strong><strong>electr\u00f3nica<\/strong><strong> de la AEAT<\/strong>\u201d\u00a0or <strong>VERI*FACTU<\/strong>, will enjoy the legal prestige of having been correctly registered in the prior to the issuance of the invoice, <strong>an invoice registration record<\/strong> in XML file format.<\/li><li>Incorporate a <strong>hash<\/strong>\u00a0<strong>in the registration and <\/strong><strong>cancellation<\/strong><strong> records<\/strong>, ensuring their <b>inalterability and integrity.<\/b><\/li><li><b>Link<\/b> the registration and cancellation records in a <strong>single chain<\/strong> per taxpayer, linking each new record to the immediately preceding one, to ensure <strong>traceability<\/strong>.<\/li><li>Sign the records with the <strong>SIF producer&#8217;s electronic certificate<\/strong>.<\/li><li><strong>Include a readable QR code<\/strong> on the invoice that facilitates its capture and digitization and even allows the recipient to voluntarily provide information about it to the AEAT.<\/li><li>Have an automated\u00a0<strong>Event<\/strong><strong> Log<\/strong> that :<ul><li>Record shutdown and startup events.<\/li><li>Record any operating mode changes, incidents, downloads, log dumps, or backup restorations.<\/li><li>Also contain a fingerprint or <b>hash <\/b>that guarantees their <strong>integrity and unalterability<\/strong>.<\/li><li>Ensure <strong>traceability<\/strong> by linking event logs to the immediately preceding event.<\/li><\/ul><\/li><\/ul><ul><li><b>Facilitate the downloading or uploading of invoicing and event records<\/b>, and their secure archiving, to ensure their <b>availability<\/b> and<b> legibility<\/b>.<\/li><li><b>Send invoicing records electronically to the AEAT<\/b> headquarters, either <b>voluntarily or upon request<\/b>.<\/li><\/ul><p>In addition, <strong>the <\/strong><strong>Invoicing<\/strong><strong>\u00a0<\/strong><strong>Computer<\/strong><strong> System<\/strong><strong> (SIF)<\/strong> must have<strong> a responsible declaration, <\/strong>made by its producer,<strong> certifying compliance <\/strong>with the regulations, and this must always be visible and accessible to its <strong>Verifiable Invoice Issuance System<\/strong> or <strong>VeriFACTU<\/strong> is the Invoicing Computer System (SIF) that immediately and automatically submit <strong>the registration and cancellation records of invoices to the<\/strong><strong> Spanish<\/strong><strong> Tax Agency on a voluntary basis<\/strong>.<\/p>\n<p>The invoice issued with VeriFACTU must include the phrase &#8220;<strong>Factura <\/strong><strong>verificable<\/strong><strong>&nbsp;<\/strong><strong>en<\/strong><strong> la <\/strong><strong>sede<\/strong><strong>&nbsp;<\/strong><strong>electr\u00f3nica<\/strong><strong> de la AEAT<\/strong>&#8221; or <strong>VERI*FACTU<\/strong>.<\/p>\n<p>When&nbsp;an Invoicing Computer System (SIF) has been <strong>designed and conceived solely and exclusively to function as a <\/strong><strong>VeriFACTU<\/strong><strong> System<\/strong>, that is, to send all the records to the AEAT:<\/p>\n<ul>\n<li><strong>The electronic signature<\/strong> of the invoice registration and cancellation records&nbsp;<strong>will not be necessary<\/strong><strong> anymore.<\/strong><\/li>\n<li><strong>T<\/strong><strong>he functionalities<\/strong> of consulting\/downloading\/dumping\/copying and exporting the invoice records&nbsp;<strong>can be dispensed with<\/strong>&nbsp;since these will have already been correctly sent to the <strong>AEAT <\/strong><strong>and <\/strong><strong>it <\/strong><strong>will not request<\/strong><strong> them again<\/strong>.<\/li>\n<li>It will be presumed that it complies, by design, with the requirements established in article 8 of the Regulation that governs the SIF<\/li>\n<\/ul>\n<p>When the Verifiable Invoice Issuance System or VeriFACTU is <strong>managed by a third party<\/strong>, the AEAT may require the <strong>taxpayer&#8217;s information retention obligations<\/strong>&nbsp;<strong>to the system manager<\/strong> and not directly to the taxpayer.<\/p>\n<p><span style=\"font-size: 19px;\">Once the systematic submission of invoices to the AEAT has been chosen through a Verifiable Invoice Issuance System or VeriFACTU, it must be maintained for the rest of the year and <\/span><strong style=\"font-size: 19px;\">will be maintained annually automatically<\/strong><span style=\"font-size: October 28th, 2024, <strong>Ministerial Order HAC7\/1177\/2024 was published in the BOE<\/strong>, regulating <strong>Invoicing Computer Systems and VERI*FACTU<\/strong>.<\/p>\n<p>This publication established the deadline of <b>July 29th, 2025<\/b>, by which manufacturers, developers, and marketers of invoicing software must have adapted to the regulations.<\/p>\n<p>On the other hand, on December 2nd, 2025, the <strong>BOE published Royal Decree 15\/2025<\/strong>, which amended the previous Royal Decrees 245\/2025 and 1007\/2023 to postpone the <strong>mandatory entry into force dates of VeriFACTU<\/strong> by one year, thus establishing:<\/p>\n<ul><li><strong>January 1st, 2027<\/strong>: taxpayers of Corporate Tax<\/li>\n<li><strong>July 1st, 2027<\/strong>: the rest of the companies and professionals.<\/li>\n<\/ul>\n<p>At the moment, these dates do not affect the provincial territories (Basque Country and Navarra).<\/p>\n<p>Furthermore, on April 23, 2025, the <b>Tax Agency enabled the public invoice verification system<\/b> for those obligated to use VeriFACTU, where they can <b>now voluntarily submit invoicing records<\/b> for Verifiable Invoices (VeriFACTU).<\/p>\n<p><strong>Penalties of up to <\/strong><strong>\u20ac<\/strong><strong>150,000<\/strong> are provided for software vendors that do not meet the requirements and <strong>up to <\/strong><strong>\u20ac<\/strong><strong>50,000 for users<\/strong> using unapproved systems.&nbsp;<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section
